Summary of Plan
A. Selection of Delegates and Alternates
South Dakota will use a proportional representation system based on the results of the primary apportioning its delegates to the 2024 Democratic National Convention.
The “first determining step” of South Dakota’s delegate selection process will occur on June 4, 2024, with a primary.
Delegates and alternates will be selected as summarized on the following chart:

An individual can qualify as a candidate for statewide delegate or alternate to the 2024 Democratic National Convention by filing a statement of candidacy designating their singular presidential preference and a signed pledge of support for the presidential candidate with the State Party between Feb. 10 and 5 pm CT on Monday, March 18, 2024. Delegate filing forms will be made available by the State Party and advertised openly during the delegate selection process. * Automatic Party Leader and Elected Official (PLEO) delegates includes the following categories, if applicable, who legally reside in the state: the Democratic National Committee Members, the Democratic President, the Democratic Vice President, all Democratic members of the U.S. House of Representatives and the U.S. Senate, the Democratic Governor, and any other Distinguished Party Leader as specified in Rule 9.A. of the 2024 Delegate Selection Rules. The exact number of Automatic PLEO Delegates is subject to change due to possible deaths, resignations, elections or special elections.
B. Selection of Standing Committee Members (For the Credentials, Platform and Rules Committees)
Standing committee members will be selected by the state’s National Convention delegates as summarized below:

C. Selection of Delegation Chair and Convention Pages
The Delegation Chair will be selected by the National Convention Delegates on 6/15/24.

D. Selection of Presidential Electors
Three (3) Presidential Electors will be selected by the voting delegates of the 2024 South Dakota Democratic Convention on 6/15/24.
E. Presidential Candidate Filing Deadline
Presidential candidates file for the primary ballot with the Secretary of State in Pierre, South Dakota. A copy of this letter of intent should also be sent, either physically or digitally, to the State Democratic Chair for certification purposes. The deadline for submission of this letter is 5 pm central time on the last Tuesday in March (March 25, 2024) and may be filed after Jan. 1, 2024. This is established by state law. (Rule 15.D)
Presidential candidates must certify the name of their authorized representative(s) to the State Democratic Chair by 3/8/24.

The Mission of the Affirmative Action Committee is Outreach, Inclusion, and Education.
Committee goals: to adopt and implement an approved affirmative action program, providing for outreach and education to give priority to South Dakota’s underrepresented communities in South Dakota including (but not limited to) Native Americans, Hispanics, African Americans, Muslim Americans, Disabled, Youth (defined as delegates under 36) and LGBTQ. Members of the Affirmative Action Committee are all registered Democrats, representing different age groups, geographic areas, and specific underrepresented communities. These committee members will assist the South Dakota Democratic Party’s leadership and staff to promote the Affirmative Action Plan which will implement the Affirmative Action Goals in the Delegate Selection Plan.
